"An Act relating to persons under 21 years of age; relating to                
programs for runaway minors; providing for designation of                      
shelters for runaway minors; relating to the detention and                     
incarceration of minors."                                                      
                                                                               
and recommends it be replaced with the following committee substitute          
with a technical title change:
